As implemented last year, there will be a 10% raise in the salary cap for the trade deadline. It's meant to be an intimidation of the NHL's structure of allowing teams to add more salary onto their roster closer to the trade deadline.
Thus making a temporary cap increase to 77.4 million. (10%)
This increase will be in effect on March 1st until the trade deadline.
There is one exemption to this rule. Teams CANNOT go over 69 million in committed contracts for next season. So if you acquire rental players at the deadline, which puts you over next years cap in committed contracts, the trade will be cancelled.

The NHL cap went up at the deadline because they were scared of our massive conglomerate sim league, awesome. Our glorious league staff rule by fear and an iron fist. (lol intimidation)
