Alright first off. Thanks again to all for a fantastic month here in the vhl. A ton of great ideas and action going on approaching the deadline.
We as a staff take every suggestion seriously.
After much discussion and evaluation we are modifying some rules here in the vhl.
1. NTC'S AND THE 25 GAME RULE:
Effective immediately no trade clauses will be no longer apart of contract negotiations in the vhl. We will continue to keep them for any newly signed ufa's until game 25 of the next season only however THIS WILL NOT APPLY TO RFA'S. If you re-sign an rfa you will have the freedom to trade them at any time.
Any previous ntc's from past negotiations will also be waived.
2. PROSPECT LIMITS AND DRAFT ROUNDS
As a group we have decided expanding our prospect list would only further benefit the more active gm's. However we are making a change.
we will be keeping the draft at 3 rounds (even though if it had been expanded i would have had more picks to trade away!) but....
We are following the entry draft with a one week waiver period. Any players added during that week FROM THAT DRAFT CLASS are subject to waivers. This basically gives the lower seeded teams first crack at non drafted talent. If a team choses to use their waiver priority on a player added they DO NOT LOSE THEIR WAIVER PRIORITY. This is where remaining at 20 prospects is a benefit as it will also ensure that this waiver period is not abused either.
AND THE BIGGY!!!!
3. OFFSEASON FREE AGENCY AND AUCTION
The staff undertook a serious breakdown on the merits and issues with auction free agency. No joking its a 9 page thread on the staff board. We also did mock AUCTION threads on a variety of players at various positions and skill levels to see exactly how it would flow and what issues we thought we'd see and if they would self correct or not. here is what we have found:
EFFECTIVE THIS COMING OFFSEASON FREE AGENT CONTRACTS FOR UFA PLAYERS WILL BE HANDLED IN AN AUCTION FORMAT. ALL RFA CONTRACTS WILL BE NEGOTIATED AS PREVIOUSLY.
HERE IS THE RULES:
Free Agency – Open Auction Rules
System
All players of Unrestriced Free Agent age (27 years old as of July 1st of that year) that are unsigned as of midnight EST on the last day of regular season will go to market for open auction following the Entry Draft.
Each Free Agent on an expiring contract will have his own thread in a Free Agency Forum in which GMs may place bids. In an effort to keep things organized, only bids will be permitted to be posted in those threads, no commentary or questions will be permitted. If a GM would like to offer a contract to a UFA who is not currently on an expiring contract (e.g. a College or European Free Agent), they may create a thread for the player in the Free Agency Forum. The bidding process will remain the same.
The auction will open for bids for all players at once. Bids will be open without restriction for seven days after the opening of the market during which no player will sign a contract. After the seven day period, a player will sign an offer that has been the highest offer for a consecutive period of 24 hours.
Bids
Bids will occur with minimum 100,000 per year increments for all players, so a 2.1 million, one year bid beats out a 2 million, one year bid. On a multiple year bid, it is important to ensure that you increase the total value by 100k per year. (You can't offer 3 years at 9.25 total to beat a 3 year contract worth 9 million total because you are not offering an additional 100k per season). There is no maximum increment increase to a bid.
A winning bid will be determined by the total value of the contract (a two year deal worth 7 million per year (14 total) would beat a one year deal worth 9 million per year). The total value of the contract can be increased by adding more years OR by increasing the annual salary. (a three year deal worth 4 million per year (12 total) can be beat by a three year deal worth 4.1 million per year (12.3 total) OR by a 4 year deal worth 3.2 million per year (12.8 total)).
The maximum individual salary is 20% of the 69 million cap, so 13.8 million dollars, and maximum of 4 years of term. League minimum salary is 525,000.
In order to avoid confusion, we ask that all bids must include the amount of years offered, the annual salary offered and the total value of the contract. (I.E. 2 years at 4 million per year, total of 8 million).
GM Responsibility
Once a GM places a bid, it is considered a binding contract offer until it is bested. AT NO POINT can a GM retract their bid, so ensure that you are ready to pay what you are offering before making a bid. No exceptions will be considered to this rule.
Because nobody will be permitted to retract their offers, it will be important for each GM to manage their cap. The staff will not be reviewing bids to ensure that someone is not spending money they do not have during the bidding process. However, once a bid wins out and the contract is signed, if a team has committed more salary to the roster then they have cap space, they will not be permitted to place any further bids until they are once again under cap. Usual cap penalties will occur if the problem is not fixed by the beginning of the following season.
