Like the idea but I think some changes may need to be made for players over a certain age. Because players no longer in the NHL can be bought out for free, someone could offer Marty St. Louis 5 years @ 6 million to drive up the overall value of the deal, knowing he is probably going to retire in a couple year and there will be no cap penalty.
(I am also not sure if this is a buyout rule in this league or another one I was in and I am mixing the two up)

We allow GM'S to buy out players who leave the NHL without retiring (either by going to a rival league like the KHL, or by taking a sabbatical like Tim Thomas did) and we allow GM'S to buy out players on LTIR who will not play again, but won't retire for contractual reasons (Chris Pronger, Marc Savard). Players who actually retire stay on the books for as long as their VHL contract lasts.
