The hard cap is just as unrealistic as no injuries.
It also doesn't encourage GMs to be active with their lines because they can just ignore the goalie rule, and the staff will have to put their backup in for the last 12 games.

I agree in principal with this, just not sure what the best way to implement it would be... not sold on the hard cap idea, as it places a true starter who regularly plays 67-70 games a season on the same footing as a starter-by-default.
I'd like to make use of a goalies EN and DU ratings to ensure that true starters have more value then the platoon goalies of the world. Why should Braden Holtby (who has played in 88% of his team's games) and Ondrej Pavelec (who has played in 58% of his team's games), Anaheim's projected starter, have the same cap on games played.
If it is possible to increase the fatigue for goalies only, I'd vote for that.

Increasing goalie fatigue is the most accurate way to go about this as it calculates with the goalies EN and DU rating like Andre mentioned.
I also feel like we should raise injuries. Not a lot. But just a bit, so that there's at least 1 or 2 injuries sometimes... there has been zero this year.

Fatigue is messed up in the sim. Seems fine but once you see it in practice I have a hunch you'll change your mind. I hate, hate. hate fatigue.
Injuries is something to consider, but the real problem with it is the random nature of it. I know, it's realistic, but we're doing this for fun and it really isn't fun when you've put hard work into a team to see it get sewered due to a random number generator.

I don't mind turning injuries up, if we could tweak the settings somehow that man-games lost were equal or just below the real life NHL average, that would be okay.

I've done the fatigue thing. Its gets ridiculous. Smallest tweaks end up in simmer frustration as there is always invalid lines that crashes the sim until we manually fix it.
A max minutes played per year I'd consider to make better use of backups

I don't like fatigue going up, but I'm all for a hard cap of 70 games started by any particular goaltender.

I've tried to put Enroth in 2-3 games per 10-game set of lines, but someone on my team always gets suspended for a game or two during that stretch and I'm not quick enough to notice when that happens.
When it does, the sim auto does lines for me and wipes out all of Enroth's starts. Annoying.
