There's been several questions about this waiver period following the VHL draft.
Here is how it will work:
For a week, starting right when the VHL draft ends, every 2015 draft eligible prospect is subject to waiver priority. Teams do not lose waiver priority.
The team with the winning claim will be expected to have room on their prospect list for these draft eligible players. If not, the team will be expected to drop or create prospects to make room within reasonable time. Otherwise, we shift to the second-worst team that put in a claim.

So claims from teams who are already at 20 prospects are invalid right? You can't claim and sign correct?

No, can't sign and claim.
Teams who are already at 20 prospects can make a claim. The winning team will have to announce drops or creations for the claim to be successful.

Can I suggest that changes be made so that only teams with less than 20 prospects can claim? Clean up your house BEFORE making a claim.

I don't really see a reason for teams to start dropping/creating prospects based on a claim that may not be successful. It makes sense to me that they would do it when their claim is successful.

Whats the point of not having the waiver wire reset? Any GM that is smart just won't make a claim on somebody that they want until the one week period is over and then claim then because of this. Otherwise if they do then other people just claim that are lower then them. Absolutely no incentive to try to claim someone they want before that. I know that is what I am doing for anyone I want.
Edit: Then again I don't really see the point of this anyway unless it is simply an extra way to get the bottom teams as many prospects as possible.

Minnesota's right - is the claim process going to be public? Because if it is and the waiver claim order never changes, there's no incentive for a higher ranked team to try and claim a prospect that they want during the one-week period.

Yes the claim process is public.
It's way for lower standing teams to have a crack at more prospects.
This rule only impacts prospects that multiple people wanted, as it replaces first come first serve with waiver order.
Minimal impact but it helps some of the lower standing teams.

With most active teams having a pretty full list i really think there will be few claims. this is a tool for the bottom teams to try and get a bit of advantage with the draft as a tool towards parity.
It's a very small thing so yeah if your worried just wait the week
