Before I explain this idea, here are a few premises that the staff have been working with as "general truths" to help us determine our plan of action:
1) The limitation to 20 prospects makes the “hoarding” of prospects hard in general. With so few spots available, very few teams have the room on their lists for “lottery ticket” prospects.
2) The possibility of creating AHL level prospects to create room for non-creatable prospects on the list is available, but comes at the cost of losing out productive ELC years. It does happen, but not so much to create a huge gap on the collective prospect list. There's also the 50 contract maximum to account for.
3) The ability to supplement the prospect list by claiming prospects at any time during the season further creates a log-jam on the prospect list.
4) The rebuilding teams have higher incentives to collect more prospects so they keep/create more space then stable teams (in general).
Given all of the above, despite the increase in pressure on scouting/prospects around draft time, there are severe constraints on any team claiming multiple lesser end prospects. What we saw last year was basically a lot of people fighting to claim the same 20-30 prospects. Given that we are facing a high demand, low supply problem, running another two rounds of the draft (probably the simplest solution to the problem) will likely see a lot of team skipping picks and be a general waste of time.
Before I present the idea, I first have to credit the Tampa Bay Lightning , who presented a very similar idea last year in his Post-Draft Apocalyptical Debacle post. Certain, more radical ideas didn't stick through staff discussion, but the basis for this idea is all there.
This idea sort of combines the draft and a fixed waiver system, which some may know as a list draft. After the third round is complete, all GMs would have a few days to compile a list of all remaining drafted prospects they would like to add to their team. The list must be numbered by priority and can have as many names as you would like. Once all thirty teams have submitted their lists, we assign those prospects to the teams that want them one at a time, according to the draft order, until all lists are empty, essentially auto-simulating the draft.
Here's a small scale model of how it would work:
Team A list: 1. Gretzky, 2. Lemieux, 3. Fuhr, 4. Hull, 5. Lecavalier, 6. Richard, 7. Murphy
Team B list: 1. Gretzky, 2. Hull, 3. Bossy, 4. Fuhr, 5. Coffey, 6. Lemieux
Team C list: 1. Hull, 2. Gretzky, 3. Lemieux
Team D list: 1. Gretzky, 2. Hull
Team A picks Gretzky with the first pick.
With Gretzky off the board, Team B gets Hull.
With Hull and Gretzky off the board, Team C gets Lemieux.
With Gretzky and Hull off the board, Team D’s list is empty, they are skipped for the remainder of the draft
In the next round, Team A gets their highest ranked remaining player, Fuhr.
Team B gets Bossy
Team C’s list is empty, they are skipped for the remainder of the draft.
Team A gets Lecavalier, Team B gets Coffey.
Team A gets Richard, Team B’s list is empty, they are skipped for the remainder of the draft.
Team A gets Murphy, and the draft ends as there are no longer any prospects left.
This model would allow us to draft the remaining prospects into teams fairly, efficiently and without dragging the draft on for those that chose not to participate and allows us a temporary fix to the waiver rule at the (seemingly) only time it really becomes an issue.
In this scenario, there is a definite possibility that some teams may surpass the 20 prospect limit after these remaining prospects are attributed (given that we can’t anticipate how many of the prospects on our list will get assigned to our team), so there would be a window following the draft (say 3 weeks) at the end of which all teams must become compliant to the 20 prospect limit through creations, drops or trades.
This idea is far from a finished product, so we welcome input from league membership. If you have any thoughts on how to improve this idea, any concerns you would like for us to consider before implementing, or simply to voice your approval or disapproval of the idea, post it bellow.
P.S. We would also like to know if anybody has experience running a list-only draft in other leagues and is willing to help the staff out with the implementation of this idea, should we decide to go this route.
