After a great deal of work and discussion over the past two seasons, your VHL Staff has put together the rules that fit best for our league in regards to expansion.
Just a note: Andre, who will be the GM of Las Vegas was not allowed to be apart of the finalization of these rules once he was named the GM.

VHL Expansion Draft Rules
VHL Protection Lists Requirements
1. Teams will be permitted to protect either:
a. Seven forwards, three defensemen and one goaltender; or
b. Eight skater and one goaltender
2. Teams must expose at least one goaltender, one defensemen and two forwards who meet the following criteria:
a. Under contract for the 2017-18 season; and
b. Has played either 40 games in the 2016-17 NHL season or has played a combined 70 NHL games between 2015-2017 (skaters only, does not apply to goaltenders).
3. Players who are presently retired or have suffered a career-ending injuries may not be used to fulfill these criteria. (They may be left unprotected so long as at least the minimum required ACTIVE players meet the above criteria).
4. All players with three or two years remaining on their first VHL contract after the 2016-17 season are exempt from the draft and do not require protection, regardless of NHL experience. (i.e. Petr Mrazek will have only completed one year of his ELC as he was created in the 2016 offseason and will not require protection).
Put simply, if a player currently has 2 seasons or fewer left on their ELC, they must be protected. If they have 3 seasons left or are on the prospect list, they are ineligible to be selected.
5. All re-signed pending UFAs who carry a temporary NTC until the 50 game mark of the next season must be protected and will count against the allowable limit of protected players.
6. There are no requirements/limits with regards to the amount of salary left unprotected.
7. Furthermore, in order to help the Las Vegas Expansion Franchise build a prospect pool, each team will need to leave 5 players from its prospect list unprotected for a supplemental prospect draft. The Las Vegas Expansion Franchise will select 10 prospects from those left unprotected. No team can lose more then one prospect in the supplemental prospect draft.
Las Vegas Franchise Requirements and Limits
1. Las Vegas will not be permitted to select more then one player from any team.
2. Las Vegas must select 30 players and meet the following minimum requirements per position:
a. No fewer then 14 forwards,
b. No fewer then 9 defensemen; and
c. No fewer then 3 goaltenders
Rules Pertaining to the Entry Draft
1. Las Vegas will receive equal odds to the 28th ranked VHL team in the 2017 Entry Draft Lottery, while slotting ahead of them in the natural draft order (3rd pick in each of the 2nd and 3rd round, with the 28th ranked team picking 4th).
2. Additionally, in order to aid the Las Vegas Franchise in building up a prospect pool, they will receive additional picks at the end of the 2nd and 3rd rounds (63rd and 95th overall).
3. Las Vegas will be required to have a total salary at a minimum of 90% of the 2017-18 floor with the 30 selections. In addition they will be required to maintain a minimum of 90% of the salary cap on their pro roster by the start of the 2017-18 season and maintain that minimum throughout the year going to the same floor as the rest of the league the following season.
Timeline
1. No trading, RFA II signings, prospect creation or prospect claims will be permitted between the trade deadline and the expansion draft. Teams will be permitted to place and claim players from waivers only during this time frame.
2. Expansion Draft. Teams will have a five day window following the end of the 2017 playoffs to publish their list of protected players for the expansion draft. The Las Vegas Franchise will then have four days to review the list of available players and must make their selections public no later then the tenth day after the end of the 2017 playoffs.
3. Prospect Draft. Teams will have five days following the announcement of the Expansion Draft selections to publish their list of 5 unprotected prospects. The Las Vegas Franchise will then have two days to review the list of available players and must make their selections public no later then the 18th day after the end of the 2017 playoffs.
4. Entry Draft. The Entry draft will begin five days after the supplemental prospect draft.
Two more rule additions:
Two attempts have already been made to circumvent the expansion rules.
EFFECTIVE IMMEDIATELY ANY PLAYER TRADED BETWEEN NOW AND THE EXPANSION DRAFT NEXT YEAR WILL NOT BE ALLOWED TO BE RE-AQUIRED IN TRADE UNTIL CHRISTMAS OF 2018.
This is to stop teams from trading players to other teams and "hiding" them from the expansion draft.
Secondly.....
A GM reached out to ANDRE to see if he would be willing to make a deal with him where he would agree to not take player A, B or C that he needs to leave exposed in return for draft picks or prospects.
THIS WILL ALSO NOT BE TOLERATED. LUCKILY FOR THE VHL ANDRE PUTS THE LEAGUE AHEAD OF HIS OWN PERSONAL GAIN. THIS SHOWS ANDRE'S CHARACTER.
Any further attempts to circumvent our rules or to prove how smart toy are will result in punishment.
