So does that mean that players selected in this year's draft. That end up playing 10 or more games in the up coming season. As soon as they play 10 games that they have to be created in the vhl at that time then? Actually, it means that they would have to be created the following off-season.

So basically the same thing as now. Can wait till the off season like I did for Hanifin and Reinhart cause they played more them 50 games. But under old rules cause McDavid only played 46 games I didn't have to sign him. But with the new rule I have to sign McDavid. OK thanks Andre for clearing that up. Not a bad rule change then if you can still wait till the following off season.

Is this 10 regular season games or 10 games NHL including playoffs? Like if a guy plays 3 NHL games, gets sent down, but then plays in 8 playoff games, does that count?

A player who plays 10 games should NOT be created right away. Why? Because they will be a 55 overall sitting on your roster for the first year of their ELC, meanwhile in the real NHL they are actually contributing. It would make sense that each prospect would be created the FOLLOWING VHL season as they would have an actual rating.
A 55 overall rookie Connor McDavids contribution in a sim league will be 0 points. However a 77 rated Connor McDavid will realistically put up roughly the same amount of points he would have in real life.
