Just a reminder, players who did not play in the NHL or AHL last year (like Theodore, Kiprusoff) cannot be signed.

How exactly does this work? Do all players become avalable at the same time and we all send in our emails tomorrow?

Yes all are available tomorrow. You can start sending tomorrow. We will not likely post any signings till Tuesday likely.
Some are released as signed ao gives teams a chance if they miss on a player to find others that suit.
This is not true for staff as all staff offers are submitted now thus we cannot adjust our offers. This keeps it fair as we can see what other teams are bidding so once free agency opens staff members can only bid on guys later in free agency who don't have offers.
Most staff send offers to players conditional to not signing their first choice etc etc.
This year two of the staff arent even making any offers. Myself is one of them so I am submitting offers as we speak for the three gmless teams

Are we supposed to assess Free Agents (for the purpose of offering contracts) based on their NHL performance and not their VHL performance? I assume so, but thought I would check.

Yes - but using VHL contracts as comparables (ie. with ismilar NHL performance)

Does Free Agency "close" at any point.
For example, if after a couple weeks there are unsigned players who received no offers, can we still make offers on them to try and convince them to play for our team at a discount (rather than stay unemployed)?

Doesn't really close, so guess the answer is yes, after a couple weeks you could try to get a player at a discount. Last season I got Niskanen for 2 years @ 900k because nobody else had offered. Although that was much later in the season then a couple weeks from now.
