New Rule involving prospects

Any time a team adds a prospect or makes a trade involving prospects they must drop or create a prospect if they are at the 20 prospect limit. The waiver claim or trade will not be processed until this happens.

it was never really written on paper, it just said we had to be at 20 prospects, therefore we decided to add this to make sure throughout the season everyone stayed at 20
