VHL Expansion Draft Rules
VHL Protection Lists Requirements
1. Teams will be permitted to protect either:
a. Seven forwards, three defensemen and one goaltender; or
b. Eight skater and one goaltender
2. Teams must expose at least one goaltender, one defensemen and two forwards who meet the following criteria:
a. Under contract for the 2021-22 season; and
b. Has played either 27* games in the 2020-21 NHL season or has played a combined 54* NHL games between 2019-2021 (skaters only, does not apply to goaltenders). *Game totals reduced to reflect shortened NHL season due to Covid-19
3. Players who are presently retired or have suffered a career-ending injuries may not be used to fulfill these criteria. (They may be left unprotected so long as at least the minimum required ACTIVE players meet the above criteria).
4. All players who were created in the 2020 Offseason, and therefore have 3 years currently remaining on their ELC, will be exempt. All players who were created prior to the 2020 Offseason, who have either 1 or 2 years remaining on their ELC entering the 2020-21 season, will need to be protected. Following the 2020-21 Trade Deadline, Prospect Creations will be closed until after the Expansion Draft, so anyone on a prospect list as of the Trade Deadline, will be part of the Prospect Phase of the Expansion Draft.
5. All re-signed pending UFAs who carry a temporary NTC until the 50 game mark of the next season must be protected and will count against the allowable limit of protected players. This does not apply to eligible UFA who sign a two-way deal
6. There are no requirements/limits with regards to the amount of salary left unprotected.
7. Furthermore, in order to help the Seattle Expansion Franchise build a prospect pool, each team will need to leave 5 players from its prospect list unprotected for a supplemental prospect draft. The Seattle Expansion Franchise will select 10 prospects from those left unprotected. No team can lose more than one prospect in the supplemental prospect draft.
Seattle Franchise Requirements and Limits
1. Seattle will not be permitted to select more then one player from any team.
2. Seattle must select 30 players and meet the following minimum requirements per position:
a. No fewer than 14 forwards,
b. No fewer than 9 defensemen; and
c. No fewer than 3 goaltenders
3. Seattle will not select a player from Vegas.
Rules Pertaining to the Entry Draft
1. Seattle will receive equal odds to the 29th ranked VHL team in the 2021 Entry Draft Lottery, while slotting ahead of them in the natural draft order (3rd pick in each of the 2nd and 3rd round, with the 29th ranked team picking 4th).
2. Additionally, in order to aid the Seattle Franchise in building up a prospect pool, they will receive additional picks at the end of the 2nd and 3rd rounds (65th and 98th overall).
3. Seattle will be required to have a total salary at a minimum of 90% of the 2020-21 floor with the 30 selections. In addition they will be required to maintain a minimum of 90% of the salary cap on their pro roster by the start of the 2020-21 season and maintain that minimum throughout the year going to the same floor as the rest of the league the following season.
Timeline
1. No trading, RFA II signings, prospect creation or prospect claims will be permitted between the trade deadline and the expansion draft. Teams will be permitted to place and claim players from waivers only during this time frame.
2. Expansion Draft. Teams will have a five day window following the end of the 2020 playoffs to publish their list of protected players for the expansion draft. The Seattle Franchise will then have four days to review the list of available players and must make their selections public no later then the tenth day after the end of the 2020 playoffs.
3. Prospect Draft. Teams will have five days following the announcement of the Expansion Draft selections to publish their list of 5 unprotected prospects. The Seattle Franchise will then have two days to review the list of available players and must make their selections public no later then the 18th day after the end of the 2020 playoffs.
4. Entry Draft. The Entry draft will begin five days after the supplemental prospect draft.
Two more rule additions:
1. Effective immediately any player traded between now and the Expansion Draft next year will not be allowed to be re-acquired in trade until Christmas of 2022. This is to stop teams from trading players to other teams and "hiding" them from the expansion draft.
2. After internal discussion, the staff has ruled to allow the incoming Seattle GM to make trades with the other 31 GMs.
There are some stipulations:
1) The trades will not be posted publicly until the time of the expansion draft.
2) No GM is allowed to "hide" players on other teams, essentially using their protection spots only to re-acquire them later.
3) Keep the terms of the deal simple. Any "conditional" picks are not allowed at this time. Admin will review trades with Seattle before confirming their validity.
4) Please, keep track of your assets. If you've made a deal with Seattle and have already sent it to admin to review, don't make a deal with someone else including an asset that's already been spoken for. It should go without saying, but that's a big no-no.
