ok so basically I should read "has reached the age of 21" as "has been passed over twice" instead? So hypothetically if there's a player who's been passed over twice and whos NHL rights aren't owned I could add them as a prospect even if they are not yet 21?

Technically speaking, yes.
More I think about it, anyone who's 20 and still undrafted has technically been passed over twice.
