These rules can now be referenced in the rulebook, as I have just updated it today.
Starting in the 2021-2022 seasond and beyond...
1. All teams will be required to send at least 5 (five) sets of line-up submissions throughout the course of the season (regular-season only). Failure to do so will result in a penalty of your nearest 2nd round draft selection, or subject to removal from the league (in extreme cases or for repeated offences). This rule can be viewed in full in section (4.3) under General Manager Duties
2. All teams who's starting goalie plays 4200 minutes or more, will not only be suspended for the rest of the regular season. Additionally they will now be suspended for the teams following 2 playoff games, as well as a penalization of their nearest 2nd round draft selection. These rule(s) can be found in sections (5.3) and (5.4) of the rulebook under Roster Restrictions.
3. All teams MUST have 4 (four) goalies under contract at ALL times moving forward. This means teams can no longer completely neglect their farm teams, as you are now required to have 2 (two) contracted goalies on your farm by the start of the regular season OR at least 4 (four) contracted goalies between your pro and farm. Failure to do so will be an infraction of a team meeting the required roster requirements to begin the season. This rule can be found in section (5.10) of the rulebook under Roster Restrictions

Simply put, the VHL is a very relaxed and laid back league. I know this is a hobby for most. Most of us have been here for years, some of us for over a decade. We check in from time to time, sometimes we need to step away and there are weeks where we aren't as active. I get it, and that's cool. An online sim league should never take time away from your personal life. But at some point we need to draw a bit of a line, because there is a fine line between teams taking the responsibility to manage their rosters and lines throughout the year and me having to micro-manage rosters to make sure the sim isn't running into any minimum roster infractions.
I want us to be a little better at sending lines. I want some teams here to be a little bit better at filling out their rosters. Having 3 or 4 players on your farm team just isn't really going to cut it in the long-term. So these rules are put in place, and they are pretty relaxed rules at that, to bring back a little more accountaibility in GMs managing their teams. Because in the last season or two I've seen a trend of neglect happening, and it needs to stop.
