Lines and Team Management Responsibility 4.3 It is a requirement that all GMs must send a minimum of 5 (five) line-up submissions throughout the course of the season (regular-season only). This is a vital part of a GMs responsibility. Failure to do so will result in a penalty of the team who committed the infraction, which will be a 2nd round draft pick selection. If the team does not own a 2nd round draft pick in the concurrent year, the penalty will defer to their nearest 2nd round draft pick selection. If the team does not own a 2nd round selection in any applicable years, another course of action will be determined by the discretion of the commissioner(s), which could include removal from the Virtual Hockey League.Teams in violation of this rule in 2022 include: Where Did Max Go? - Since no 2nd Round Pick is owned in 2022, the 2023 SJ 2nd Round Pick will be penalized. *Detroit has option to defer this penalty to 2022 if he acquires a 2022 2nd Round Pick Zoran - The 2022 STL 2nd Round Pick will be penalized Other infractions of 2022: Anaheim Ducks - Violation of committing more than 81,500,000 in cap for the 2022-2023 season. Fine to be determined. Buffalo Sabres - Violation of committing more than 81,500,000 in cap for the 2022-2023 season. Fine to be determined.

Rulings have been decided. Anaheim Ducks - The Winnipeg Jets will... NOT be penalized. It was determined as since there was no official writing in the rulebook in reference to over commitment cap violations due to the fact that we as staff were supposed to be auditing this throughout the deadline, this misight falls on the league. The infraction happened a few weeks prior to deadline and we should have caught it. Yes, GMs need to be mindful of their own cap situation, and therefore moving forward there WILL be wording added to the rulebook that it is now the responsibility of the GM as well to abide by the trade deadline cap increase restrictions. This is how rules are born. However, that said... The Winnipeg Jets will not be allowed to partake in free agency until they get under the cap via trade. Buffalo Sabres - Difference scenario to Winnipeg... the infraction happened after the trade deadline. There is no excuse on this one, unfortunately. Therefore the league will be voiding the contract to Buffalo's most recent UFA re-signing which is Charlie Coyle in order to get under the cap. Therefore Charlie Coyle will now be an unrestricted free agent.

I thought so at first, but ultimately Scott can still sign him at auction and he probably won't cost a lot more than what he (originally) paid

Of the 96 draft picks, only 27 of them are owned by their original owners. 15 of them being in the 1st round, which means only 12 of the last 64 picks are held by their original teams. Only Arizona and Philadelphia own all of their picks still.

San Jose has 8 picks in the upcoming draft. Im open to packaging and moving up. Im also interested in deferring to next year on the later picks. I can possibly package picks with a player or two as well. Draft picks are as follows: 12 32 59 62 64 74 93 96
